Kampong Chhnang Province, located almost in the center of Cambodia, has a higher percentage of poor households than the national level. In Kampong Leng District, where the poverty rate is particularly high, the rainy season is when the river rises and floods the grounds of houses and farmland, transforming life in some riverside areas from the dry season. Without sufficient means of livelihood due to lack of land, even in areas without flooding, low agricultural productivity makes it difficult for residents of the entire region to escape from impoverished livelihoods.
In Kampong Leng District, improving the productivity of primary industries (mainly agriculture and fishery), which are the basis of livelihood, is a major challenge directly related to livelihood. Improving living conditions through knowledge dissemination and practice of health and nutrition is another challenge, as well as the fact that many children are dropping out due to their family situations although there are schools in the district. Kampong Leng District is physically separated from the central area of the province by the Tonle Sap River. Because there is no bridge between both sides, the district depends on ferry boats for traffic transportation and merchandise distribution, limiting the interaction and logistics of the district with the external area. Due to such hardship, when compared to other areas of Kampong Chhnang province, social assistance from donors has also been limited despite its higher poverty rate, leaving the district behind in development. After completing the former rural development project (Food and Nutrition Security Project in Kampong Chhnang Province), FIDR identified that there was a great growth potential and determined that we would tackle great needs for agricultural production, health and hygiene, education, and human resource development that could lead to improvements of their livelihoods.
By establishing sufficient means of livelihood and improving sanitation and educational conditions so that the residents of the target areas can live with peace of mind, we support the creation of hopeful villages where the outflow of population and migrant labor can be halted.

Through a cross-sectoral approach that includes agriculture, fisheries, health and sanitation, education, and networking, we support the improvement of livelihoods and the creation of attractive communities. We are also taking on the challenges together with Japanese companies to create a new business model in which “furikake” is produced locally and sold widely, intending to supplement nutritional improvement and provide a source of additional income.
